With respect to the keychain behaviour, one major cause of this  
behaviour is that your keychain password is different than your Mac  
OS X administrator password. You can change your keychain password  
via the Keychain Access app in the Utilities folder.

In general, one main reason (unfortunately, there are others) why you  
cannot send email from a computer is that the wrong smtp server has  
been specified. I don't know what email app you are using, but  
somewhere in it this should be a panel that will allow you specify  
account  information. Make sure that the smtp (outgoing mail) server  
is correctly specified. If there is more than one smtp server  
specified in the accounts list, delete any that cannot be accessed by  
that particular computer.
You can have as many pop or incoming mail servers specified as you like.
