     I've been thinking of switching isps. Mine has changed hands three
times, is now based in Vancouver and regularly has blackouts, but only in
London, with no explanations, that last for hours (days).  Getting tired of
it. But am paying only $14.95 and friends I've talked to tell me they often
get busy signals (I never do) and their rates are much higher. jim
