My original post stated the following:
HP Scanjet 4600
Safari
G3
I am scanning paper documents onto the G3 computer using the Hp Scanjet
4600 and the associated software. I then save the file as a .jpg file
onto my desktop. When I use Safari to access the reporting website for
a new contract I have, it simply gets hung up and nothing happens. The
site says to limit file size to 1 MB. When I left click on the file on
my desktop and click on "get info", it states the file size is 11.2 MB.
These papers are simple printed documents containing a signature
proving I was onsite at a certain location. They can be deleted
afterward.
This is the spot where I am stuck.

Not enough info for a realistic reply. What do you mean by "I scan
the images"?? Are you sending these images via Apple Mail, or some
other process? What programmes do you have, such as Photoshop,
Photoshop Elements etc.
There are a number of ways to reduce the image size, but it is always
best to retain a highish resolution.
