[muglo] elections

I support Terry's nomination for secretary-treasurer, and would be delighted to 
see Barry and Doug R continue as president and webmaster/membership recorder. 
My question is, where, when and how do we vote, and who's eligible to do so? 
Some doubtlessly well-meaning members have derided attempts to clarify this. 
Maybe they can now tell us where we should go from here.
