You can do VOIP (Voice Over IP) over a wireless connection. I'm sure
you'll find lots of "hot spots" in London as well.

Karl: unless you bought the cable modem you would have to return it to
Rogers before you leave. In the new city you'd have to establish new
service before you could access internet -- also, Rogers usually
provides the modem as part of the package so you don't have to worry
about taking your modem with you.

If you're asking if you can go to a friend's house who does have cable
TV but not cable modem and hook up your cable modem + computer -- no,
that is not possible.
