If he wants decent speed there is the new Rogers "remote" cable modem
which plugs into any electrical outlet.

If speed (and cost if you pay on a minutes plan) is not an issue, you
can use your cell to connect. Some hand sets require a card to do
this, others have it built in.
Down the road a bit, like Toronto, local hydro companies may soon
offer WiFi in homes and hot-spots.
