You've got a permissions problem. YOU have the correct permissions to
read the contents of the Sites folder but Apache (httpd) does not.

Questions:
1. Do you have web sharing turned on? (self-evident question but gotta
ask) If Apache (httpd; aka Web Server) is not turned on you cannot
access your computer via http. I presume you *do* have httpd running
b/c you're getting a 403 error!

2. Have you changed the permissions on any of your directories?

3. Is your account name "doug"?

What I would suggest you try is to find out what is your ip through
<http://www.whatismyip.com>. Then, try entering the following in your
location: 128.127.126.125/~doug (substitute your IP for the 128...).

Also, what do you see when you go to the main level of your server,
i.e. just 128.127.126.125?
