It's definitely a Rogers issue. I cannot connect on my Rogers account  
with a G4 iMac running 10.4.11, a MacBook with 10.5.2 and six  
different browsers and a P4 with XPH.

But all can connect just fine on my neighbours wireless account.

Strange.
