Do you mean converting PAL to NTSC?  If so there is a place on Adelaide St. 
near Hamilton Rd.  I believe they are called Mates Electronics, don't know what 
they charge but they have a sign out front offering the service.  Just south of 
the Green Lantern on the same side of the street.
