You can get VCRs that will playback both PAL (UK/Europe(France = SECAM <> 
PAL)) and NTSC (NA) but it's probably cheaper to get a single-purpose VCR.

Depending on the vintage of your TV you may find that it's capable of 
accepting PAL input! A lot of TVs are coming that way nowadays (it's 
possibly cheaper for the manufacturer to make one dual/multi-mode TV than to 
have separate manufacturing lines/processes for TVs made for different 
markets).

Of course, if you only have a few tapes it may be worth paying someone to 
convert them into NTSC (or even stick 'em on DVD).
