Sorry, HSE =3D High Speed Edition. It's $44/mo for unlimited download
and a 3 Mbps  connection (nearly 1000x faster than dial-up). Probably
a little more than you're looking for ;-).

You may want to check out Execulink
(<https://service.execulink.com/>). For $107/year (or $10/mo) you get
unlimited dial-up from 01:00 to 18:00. Between 18:00 and 01:00 you
can't dial in. For $140/year ($14/mo) you can get 30 hours/mo and $167
will get you 60 hours/mo.
