What are you doing that results in the spinning pizza? I do get it once in a
while, but only because I tax the CPU power of my poor little 400 MHz G3
(like having umpteen million apps open).

It depends. What are you doing? Some things cannot be cancelled. Some things
*should* not be cancelled which is why oftentimes command-period is
unavailable. Sometimes the spinning pizza signifies a crashed app but I
don't think that's your case judging by your comments.
If it is a crashed app however, command-option-escape will bring up a simple
process manager which will allow you to quit all user-launched apps with a
GUI. Or, you can right-click on the app in the !#$@$% P.O.S. dock and use
the Force Quit option.
I would advise you to wait though. Crashes are becoming less common as
programming advances (far exceeding what could ever be expected from OS 9)
are made in OS X. I'm also finding that the spinning beach ball doesn't
necessarily mean a crash anymore (much to my delight).
