Hi Tim,

What pieces of software did you install? It's particularly important
to know which ones because _most_ softwares won't cause a problem,
but, it's usually the one that provides you with some gimmicky feature
that causes the problem.

Fire up the Apple System Profiler (from Apple menu choose "About this
Mac" and click on "More Info..."). You can view the list of
Applications and save it to disk (will take a while). It might also be
useful to see what Preferences panes you've got installed (they
usually are indicative of applications that might cause problems).

One last thing, can you check your System Preferences:Accounts:Login
Items and list what items are opened on boot.

Come to think of it, can you answer this question:

If you boot your computer and then promptly shutdown or restart it, do
you experience the same 15 min delay? If so, then the culprit will be
found in your startup items. If so, let us know what the problem was.
