The delays were everything to do with Bell! As I previously ststed, 
Bell did not transfer my line to "isp.ca", they disconnected my DSL 
line. They eventually found a "short" in my line & my speed went from 
250-430 up to 2147 kps, but it took 1.5 weeks to get there.
