From being on other lists where hundreds of users have installed
Panther, I can tell you what is regarded as "best practice" for
installing:
1. Backup your important personal stuff - Applications, Home Folder, etc.
2. Disconnect external devices such as printer, drives, etc.
3. Reboot into single user mode and run fsck (or run Disk First Aid from
a Jaguar CD).
4. Reboot into Jaguar and repair permissions.
5. Disable any Log-In items.
6. Install Panther.
7. Restart in Panther and repair permissions.
Note that there is a problem with external FireWire drives.

Additionally...
The great folks at TidBITS have just started a new publishing
venture. They will be offering smallish electronic "booklets" of Mac
info that deal with specific areas of interest. These booklets are
purchased online (thru Kagi) and then downloaded as PDFs. The cost is
about $5.00 (US).

Start on the right foot with Mac OS X 10.3 Panther with this detailed
guide from Joe Kissell! Joe's expert guidance, developed over
innumerable test installations, thoroughly explains the seven steps
necessary before upgrading, which of three installation options is
right for you, how to perform the actual upgrade, and the four tasks
you must perform after the upgrade finishes. Also included are
instructions if you're extra paranoid or are upgrading from Mac OS 9.
Worried that something might go wrong? Joe provides detailed
troubleshooting tips for five possible problems and even instructions
on how to downgrade to your previous system if necessary. Bonus
Section! Direct links to software update sites for keyboards, mice,
tablets, scanners, video cards, audio equipment, and more. 52 pages.

I have seen dozens of reports from people who have bought the
booklet. It is highly regarded as excellent value for the small
cost. Recommended for anyone who would appreciate a bit of support
before during and after the upgrade.
I should add here that I have heard today from Adam, the publisher of
TidBITS, that the download demand for this PDF has been so high since
it was offered last Friday, that Kagi has had to make some changes in
their system, resulting in the book being temporarily unavailable
today. Adam expects that this will be fixed by tomorrow.
