I had a Paypal account for around 5 years and have never (touch wood)  
had a problem and IK do not have a credit card.

But UNDER NO CIRCUMSTANCES SHOULD YOU RESPOND TO ANY MESSAGE ABOUT YOUR  
ACCOUNT DIRECTLY FROM YOUR EMAIL. For example Teresa, the site you  
mention is in Russia?!... Paypal is in the US. I don not believe Paypal  
has opened a Russian Bank yet and since Russia is the European maybe  
even world-wide leader in Internet Fraud sites, I'd be real careful.

Open your account under paypal.com you can have an account in US or Cdn  
$ (also GBP, etc. but I just use US$.) Your paypal account comes with  
an e-mail account for REAL paypal notices and also a huge host of scam  
site and spoofers lists. To buy stuff I simply transfer money from my  
Canadian bank account into my Paypal account and of I sell stuff, the  
deposit goes into my Paypal account and I can transfer it into my  
Canadian account or just let sit. Both Paypal and my Canadian banks'  
transfer sites are very secure, but still do not reply to any e-mail  
that claims to be from Paypal... it's probably a spoofer trying to hack  
your account go into your account and access any paypal messages from  
there.

Also, here's a 2-day old article from Forbes on Paypal, but I'm  
sticking with them
