[muglo] OS X Problem

Running 10.3.9, a problem seems to have developed.   I have a coloured 
ball running all the time meaning I assume that a process is running 
and I cannot stop it though it doesn't seem to stop me using the 
computer except I can't access things on the desktop and cannot shut 
down the computer other than turning off the power - which I don't like 
doing!!!

Any suggestions what to do?
