Safari 1.3.1 is the correct version for 10.3.9. I'm presently
running Safari 1.2.4, but if I update to 10.3.9, I can then run 1.3.1.
BTW, I decided to purchase Safari Extender, which provides some
enhancements for Safari, such as adding the url and date to a
printout of a website page. It cost $10 US, and doesn't work on all
websites, but I believe it's better than nothing. The author notes
the limitations on his website:

Safari Extender 1.4.5 is for OS 10.3 and above. You can try it out
on a trial basis, I believe it's two weeks, before purchasing.
I gather with the Tiger version of Safari, the url and date are added.
