Web sites which gather torrents typically want to encourage downloaders to be more generous with their bandwidth and they do this by imposing ratios, every time you download a 1GB movie you must upload back to your peers at least 2GB, for example. This means that when you go looking for a popular file there are typically many peers who are advertising that they have the whole thing. Even if they only maintain that status for a few minutes, if the detection system is running 24/7 (and it's a computer, of course it is) they will end up on the list.
