4.08 was the last version of Netscape that ran on a 68K (requires System
7.6.1). Java and JavaScript are different (and wholly unrelated) beasts.
Java is a programming language (like BASIC, C, Pascal, etc) whereas
JavaScript is a scripting language (like AppleScript) which can be used to
do tricks in web browsers. It is just an unlucky coincidence they were give=
n
the same name (MS calls JavaScript InScript).
As a temporary fix you could turn off JavaScript. This would prevent such
errors from occurring, but, it will also prevent some pages from working
properly.

"security program licence" (I suspect) are the so-called "Security
Certificates" (as you point out) used to access secure pages. This is a Y2K
related glitch! In Netscape 4.08 and older these certificates will be
recognised as having "expired". You can safely click Ok and ignore the
warning. The sites should work despite the 'expired' certificate.
As for downloading old versions (back to 2), go to Netscape's download page
and go to the "Product Archive"!

However, since you're running a 68K machine I would *strongly* recommend
downloading iCab 2.6 from:

On my Quadra 700 68040/33MHz 20 MB RAM I use iCab 95% of the time (on my G3
it's reversed... I use MS 5.1 70%, iCab 15% and the various versions of
Netscrape (usually by accident) (4.79 and 6.2) 5% of the time). Only when I
run into a web site that requires a secure connection do I [grudgingly] ope=
n
up Netscape 4.08.
The one drawback to iCab is that you have to download the new version every
two or three months (they set an expiry date to encourage people to stay
current). It is quite snazzy and stable for a lean browser (1.4 MB for 68K)=
.
Plus, it filters ads and can prevent those annoying pop-up windows from
appearing. The only thing is that it doesn't support secure connections in
the 68K version. They're now getting ready to release the first commercial
version of iCab. A veritable deal at $29 US or =E2=82=AC29.
System Requirements for iCab (much lighter than Netscrape 4.08)

* System 7.0.1 or 7.1, if ThreadManager and DragManager are also installed
* System 7.5 or newer (including Mac OS X)
