[muglo] Moving Desktop

I notice today that when I move my mouse, the whole desktop and other  
windows float around with the mouse (totai about 1/4 inch), even  
without the mouse button being depressed.  I don't know if this is  
serious but it is annoying.  Can anything be done to stop this? This  
is on a MacBook using OS X (10.4).
