It is easy to resize a JPG in Preview, here is an example of a photo
that I shrunk to 10% it's original size using Preview.

All you do is open the file in Preview then click on save as and use
the quality slider to reduce the file size, it shows a preview of both
the quality and size of the resulting file. If you want to retain the
original file it is important to rename the file but no need to worry
about it happening accidentally as the computer will ask if you want
to overwrite or rename before it does any damage to the original.
