[muglo] Locked Mail Menu Bar

I don't know how it has happened but when in the Mac Mail programme,  
the menu bar at the top of the screen giving the titles Mail, File,  
Edit, View, etc. becomes frozen, that is, I cannot use it.... and the  
only way of quitting is by means of the Dock Icon!!!!!  It is as if  
the menu bar has been locked but if so, how?

Does anyone know how this has happened and how to clear it?
