There's no real standard to apply in both cases. PC especially is
justified in rejecting crap. Billing numbers come in so many different
permutations and combinations that it makes sense to have a clean &
simple interface that is known to work than one which requires a
different set of code for each bill.
As for phone numbers ... that's a matter of personal preference. Most
apps that do data entry demand no hyphens because of the nature of
phone numbers. Again, there there tends to be variance in how people
like to enter/store them. Some people prefer hypens (official modern
format), some like brackets + hyphens (officially discouraged) and
data entry goes for no hyphens whatsoever... we don't enter hypens
into phones, do we?
