[muglo] Keychain and AppleMail idiosyncrasies

Anyone out there have any suggestions regarding a recurring problem  
experienced using AppleMail.
Despite being properly connected online with my HDSL service,  emails  
suddenly are unable to be sent and a dialog box comes up suggesting I  
switch outgoing to another address etc .  And despite switching , it  
still won't.  Until I restart the G5 (running Tiger).  And as in  
olden times, a reboot seems to clear whatever is causing the stoppage  
- and the mail goes out immediately.

Why ?

A second and perhaps related question ?.  Somewhere in this  
procedure, the Keychain Password dialog box sometimes comes up - and  
which I complete with request to save the password (which it doesn't!) .

I am the sole user of my Mac and would dearly love to rid myself of  
this unnecessary security protection.
I'm afraid to delete or muck about with my keychain settings  in case  
of unforeseen consequences!
Are there any problems if I just delete all my keychain passwords if  
I wish to?

Any help or similar experience from other members would be appreciated
