Is there a difference between a soft reset and a hard reset?
The IP Address is assigned by the ISP when the modem asks for service
from them. Perhaps something in the modems memory is not clearing or
is wonky. Unplugging the cable, for instance is kind of a soft reset.
Powering the modem off and/or reverting to factory presets - a hard
reset - should clear the modem's (PRAM?)memory
