I presume you're using dial-up?

What version of OS X are you using? 10.3.5?
What is the error message that scrolls across your screen?

OS X dial-up isn't the greatest (better than OS 9 but not by much)! It's the 
only thing that gives me consistent headaches.

It's either a line problem (another device, dial-tone noise, etc) or a 
software problem. I know that doesn't help you too much but I've seen that 
happen in both cases.
