You can get a free trial period from Attglobal 5 hours over 30 days.  
If you sign up for this you will be able to see if this ISP gives you 
more consistent connections.  If your connection with this provider is 
no better than what you have now you pretty well narrowed it down to a 
noisy line, damaged equipment attached to your line or possibly your 
computer's modem.

I have a basic account with them for $10 a month and use it for access 
when away from home, they have numbers all over North America.  I have 
only been in a couple of places were I was unable to get a local 
number, one was Gravenhurst and the other was near the 
Michigan/Illinois border.  With more hotels offering free high speed I 
am using it less and may drop it.  The high speed offerings from 
Courtyard by Marriott is one of the reasons I prefer this chain over 
it's competitors.
