[muglo] How to burn a Mac disc image from a PC

You guys here on Muglo have always been so very helpful, thank you. My husband 
has had a few issues with his computer in the past and we appreciate the help 
given.
I'm not that familiar with Mac issues so here it is....(Husband spoke, I typed 
lol)
 
I'm trying to reinstall OSX on my iBook.  It's telling me the disk is damaged.  
I've used it before but there are some scratches on it now.  I also have a cd 
with the disk images. How do I create a startup disk from that disc image? I 
don't have another Mac to work with, only PC's in the house.Thanks very much
