Appleworks can do it easily.

As to #3, APW can import Photos, graphics; there are a number of  
graphics built into "clippings". Check "Occasions" & "Seasons". There  
are many more from Appleworks site.
If you wish to draw your own then use "Drawing", or "Painting" parts  
of APW, save to Clipboard & import them to your cards.
I've used APW for Birthday, Christmas, Easter, cards & Menu cards  
when we have guests & rellies.
