Are you just trying to put text on the picture?

1. If so, just open up your graphic file (JPEG, GIF, PNG, TIFF, PSD, etc.).

2. Make sure the Toolbox is visible (command-K) and click on the A tool.

Note: Double-click on A to set the font face, size, style, etc.

Note: Click on the middle colour box (of the three boxes) to select the 
foreground colour.

Note: Click on the little line with two arrows to swap foreground and 
background colours.

3. Click on the image to start a new text entry box. Use the mouse to resize 
the box and move it around. To "finalize" the text click outside of the text 
box. To cancel the text, press Escape.
