The GIMP <http://www.gimp.org/>. Caveat: unless you're running a 1 GHz+ G4
with 1 GB+ of RAM you'll find The GIMP to be on the slow side.
As for putting text on graphics in GraphicConverter -- it's possible to do
so without having any white borders but I suspect you're trying to do
something fancy (have to see the original post to know what it is you're
trying to do).
