You are eligible for a free upgrade only if you bought your computer or OS X 
10.2 licence on or after October 8.

PS OS X 10.3 only supports Macs with built-in USB (i.e. PowerMac G3 Beige, 
AOI, and PowerBook 233-300 MHz are no longer supported) and I have a feeling 
that it'll be well worth the price of the upgrade (faster, much, much 
faster).
