If their e-mails are not reaching them as they have changed  
addresses, isp etc., would Doug not get
such e-mails returned as "undeliverable? Therefore it would be  
relatively easy to denote the number of members. A time limit for a  
reply is often defined in a Motion, in which case a simple majority  
of those members would work; still fairly large numbers.  
Alternatively members could be notified of any online vote & have to  
send a simple "registration" of intent to vote.
