Regarding the Library Folders, there is one in each User folder,  
and , of course, there must be one which looks after anything  
associated with the System. For instance, there is a Font folder  
holding fonts the System requires, and there are as many Font Folders  
as there are Users. The System's Library folder will not be tampered  
with.

As was suggested, only installing a new system, Panther or Tiger,  
will clear that hard drive.
