You can safely change the name of a partition/drive - it won't affect 
networking and will make life more interesting.

~ references your home directory.

~/Documents, for e.g., would refer to the Documents folder in your home 
directory as ~/Applications would be the Applications folder in your home 
directory, not your shared applications. The destination for ~ will change 
depending on who's logged in.

/ is the root level of your HD.

Fire up your Terminal.app in /Applications and try typing the following:
cd /
pwd
ls -F

cd ~/Documents
pwd
ls -F

cd ~/..
ls -F

cd - change directory a la MS DOS
pwd - print working directory
ls -F - list files and lable Folders with a /
