I too had my problems with Bell.  It stemmed primarily from their 
connection software. My problems were resolved with the purchase 
of a router (which Bell does not support - one line in - 1 
computer and we don't diagnose home network problems! - fair 
enough if the router & your home newtork are the problem but mine 
were mostly theirs).

When I moved it took 3 days to switch service.  That's what Arnie 
at ISP said it would take Bell, they did it in the time they said 
  they would so my service I would rate good, so it seems YMMV. 
I purchased my modem from Arnie (good to 8 Mbps) to save the 
ongoing monthly rental (long since paid the cost of the modem) 
and because the modem I initially had from Bell wouldn't work 
because of the chipset it had.

I had a number of problems with the land line into my house.  It 
took 3 service calls, talking to someone at Bell from my poor 
connection coming into the house to convince them it wasn't 
inside my house. Finally (finally!) was traced back the switching 
station for my line itself. Experience rating - poor - batting .500

A note for any one who is interested.  I am on 526 hours with the 
same IP address from isp.ca! - That means no down time at all for 
the past 22 consecutive days.
