I don't understand why you can't find it either.  I looked and 
found it under File: New: Word Processing, Spreadsheet, Database
so it is there! (that's in OS 9.2.2 w/AW 6.2.8)  Knowing Apple I 
don't think that they changed the location of any menu items 
between OS X or OS 9.2.2 (or earlier) in programs that can run 
either in classic or native mode.

Is it dimmed?  Keep in mind you'll have to create a database in 
order to set up the labels as discussed earlier.

I notice that you have AW 6.2.4.  You might consider updating it 
to 6.2.8 (I think the OS X version is 6.2.9).  Update is 
available on the Apple site somewhere.
