It's almost certainly hardware. However, what exactly it is I couldn't tell you. It seems strange that the keyboard won't work, the battery WILL charge, and it won't boot when the powercord is plugged in. One trouble-shooting thing that I would suggest is this: plug in your powercord to the computer and the mains. Make sure that you confirm that the battery is charging (i.e. the battery lights are lit). Can it boot? Then, unplug the powercord from the wall/turn off the wall socket BUT leave it plugged into the laptop. Can the laptop boot? If so, I suspect that it'll be a fault that can be diagnosed.
