I think it was more of a 'which camp are you in, business or service'.

I think my take on all this is that it should be run publically, however the
effectiveness of public programs isn't optimal.  I'd like to see more
business people in the public sector to shake the trees.  Maybe that wasn't
conveyed in the threads.

But military educations have trade offs as well.  I think they needed to
give an excellent education to spin the military side of things.
