Why not save it as html?...then anyone with a web browser can read it

I have written an instruction sheet that I need to send to an e-mail
list of interested persons. These pages are written with many captured
diagrams pasted in. I have to make the document as universal as possible
because everybody has a different version of word. I wrote the document
in word 2002. 
When saved as  *.doc in 2002 the size is 620K. If I transfer it to *.rtf
it becomes 14 mb (yes MB). Any ideas as to the reason for this huge jump
in size? Is there anything that can be done to enable me to send a
reasonably sized document that all can read?
