Gene,
Are you running the Technical Refresh of OL2003?
If not, I'm surprised you've managed to get rules working at all!  ;-)

I don't know if the TR is still available for d/l anymore... Perhaps Diane
P. or someone else will know...

Remember, this is a beta, and even most of us on the official beta program
didn't get access to any builds beyond the TR.
My understanding is that many remaining bugs were squashed in the last
builds before it went RTM, but you will just have to be patient until the
release of the final version in October
