Has this only just started happening?
Does web browsing (e.g. Internet Explorer) work reliably?
Is Outlook giving any kind of error message? Does it crash? Does it just
sit there? If it sits there, what do you need to do to close it?
Do you have more than one e-mail account attached to Outlook? Does it fail
on one only, or on all of them?
Will it receive mail even though it won't send mail (i.e. after send fails
but before you restart Outlook)?
What do you see if you do a send/receive mail (F9)?
Is Outlook going directly to the Internet or are you going through Exchange
or some other e-mail server?
Have you changed ISPs recently or changed anything else?
(Not saying that answers to these questions will guarantee an answer. :-)
But you never know.)
