Emptying the temp files works for about a minute and the other solutions
on microsoft don't work

Hi Lexi,
It's actually related to an IE issue (which Outlook uses the engine of).
Generally, the saving a .bmp is related to a need to clear out your
internet temp files. That seems to fix the issue in many cases.
