[mso] in-line email addresses

I'm trying to help one of my users in figuring this out. In Outlook XP,
when you type in a person's name or their email address in the To: field
of creating an email, sometimes it finishes it for you. He thought it
was his contacts that was doing it, but it seems to do it even if
someone isn't in the contacts. I'm trying to figure out how you get
someone on that "in-line finishing" list, wherever it is, or however you
do it.
