Check out http://contentseed.com which works with or without frontpage ...
it allows your clients to do updates without touching things you don't want
them to touch.

You can use a newer version of FrontPage ... all you have to do is just not
use the fp bots .. which you would naturally not use anyway being able to
handcode ... there is absolutely no problem there at all. FrontPage makes
html just like any other editor, by doing that you will be able to use
FrontPage includes which will make things easier for your clients (fp
includes with or without fpse).

FP2003 works easily with PHP ...
