Oh Gawd!! This simply means they haven't accurately weighed the costs of
staying that far behind. It also indicates the assumption that they simply
haven't measured anything is likely to be true.
I work for a company which makes similar mistakes. Every time (no
exaggeration) they have tempered the inability to consitently train
employees by not moving ahead, it has cost them severely in less than 2
years. They don't seem to learn that point very quickly either.<g>
