[mso] excel error message

excel does not launch from shortcut on desktop.
have to dbl click "excel.exe" and then FILE and then OPEN to get my file up?
message is something like "Cannot find file (abc.xyz).... etc etc"
Tried everything I know off and still have problem:
(1) deleted old shortcuts and created new shoprtcuts.
(2) from RUN, typed "excel.exe /unregserver", OK and then "excel.exe
/regserver", OK
(3) reinstalled Excel and reregistered
(4) unmarked "Ignore other applications" under TOOLS, OPTIONS GENERAL
Could not even find any ref to viruses.
Tried launching from Most Recent and Documents.
Only success was starting Excel itself and then FILE/OPEN.
Seems like Microsoft and Explorer mismatch of somekind maybe?
Was working fine yesterday.
No new software was installed.
I did a couple of downloads from very very safe and familiar websites.
Anyone out there KNOW how to fix this (no guessing please).
