I have had this wizard problem in Access 2000 and found a solution at

We are having trouble with MSACCESS. The whole of XP office was
installed on
our XP Pro Dell computers; however the form wizards refuse to run when
tryingto develop a database. The report wizards do not run either. The
only
wizard which will run is the table lookup one.=20
The rest of XP office works fine.=20
Office was installed using Domain Admin Rights. We have tried
re-installing
it several times, but the same thing always happens. No errors are
reported
during the installation. No errors are shown when a user tries to use
the
form wizard, and the machine does not crash- it just does not bring up
the
wizard.=20
