Perhaps it's not a Works 4.0 but a Works 6.0 document. If so, then maybe
you need to download the Works 6.0 converter. It was listed at the bottom
of the page link you gave, but here's a direct link:

Since the file was sent to me without saying what program created the
file,
I had to assume that http://filext.com/ was correct is stating Microsoft
Works. I apologize for not stating.
Word 'open' drop down box lists Works 4.0 *.wps as a valid file to open.
However all I get is symbols, unprintable / unrecognizable characters.
